Follow the river north until you reach a broken bridge, located just northeast of the Old Pargrun Wall and the Western Pargrun Wall Beacon fast travel point. Proceed to the southern end of the structure and enter the river bed. Swim westward until you find an opening leading to a cave. Inside the cave, you will discover a chest containing the unique Wind and Wave shield.
